Born in Bursa, Turkey, in 1955. Studied electrical engineering at the Middle East Technical University in Ankara, graduating with a B. Sc. degree (1974-1979). Diploma studies at the University of Hanover, specializing in electrical power supply (1980-1985). Ph. D. at the University of Hanover (1991). From 2004 to the end of 2022, holder of the Chair of Electrical Power Systems as full professor in the Department of Electrical Engineering and Computer Science at the University of Siegen.
Since 2010 regular attendance of the fine art photography courses with Christina Erhard and from 2012 with Prof. Uschi Huber and Art History with Prof. Joseph Imorde and Dr. Andreas Zeising in the Department of Art at the University of Siegen.
Regular participation in the annual exhibitions “Brauhausfotografie” since 2011 . Participation in the “Rundgänge” of the Department of Art of Faculty II of the University of Siegen from 2013 to the present.
Mustafa Kizilcay has been accepted in 2017 as member of the Arbeitsgemeinschaft der Siegerländer Künstlerinnen und Künstler e. V. (ASK) and in the same year he joined the Kulturforum Netphen e. V. Since 2023 he is member of the Kunstverein Siegen.

Jahrgang 1955. Geboren in Bursa, Türkei. Studium Elektrotechnik an der Middle East Technical University in Ankara mit Abschluss "B. Sc." (1974-1979). Diplomstudium an der Universität Hannover in Fachrichtung Elektrische Energieversorgung (1980-1985). Promotion an der Universität Hannover (1991). Von 2004 bis Ende 2022 Inhaber des Lehrstuhls für Elektrische Energieversorgung als Professor im Department Elektrotechnik und Informatik an der Universität Siegen.
Seit 2010 regelmäßiger Besuch der Lehrveranstaltungen künstlerische Fotografie bei Christina Erhard und ab 2012 bei Prof. Uschi Huber und Kunstgeschichte bei Prof. Joseph Imorde und Dr. Andreas Zeising im Department Kunst der Universität Siegen.
Regelmäßige Teilnahme an den jährlichen Ausstellungen "Brauhausfotografie" seit 2011. Teilnahme an den "Rundgängen" des Departments Kunst der Fakultät II der Universität Siegen in den Jahren 2013 bis heute.
Mustafa Kizilcay ist seit 2017 Mitglied in der Arbeitsgemeinschaft der Siegerländer Künstlerinnen und Künstler e. V. (ASK) und des Kulturforums Netphen e. V. und seit 2023 Mitglied des Kunstvereins Siegen.
